Rex Parris (founder of the Parris Institute at Pepperdine Law) recently helped litigate a case in which a judge in Los Angeles ruled that Santa Monica's at-large voting system violates the California Voting Rights Act and intentionally discriminates against minorities in violation of the Equal Protection Clause of the California constitution.
