Professor Alan Nissel presented "The Duality of International Humanitarian Law" at the 19th Annual Minerva Conference on International Humanitarian Law held at Hebrew University of Jerusalem. The conference, titled "The Gaza War and International Law: Norms and Institutions," took place on December 17-18.
