The Colorado River crisis does not disturb the pueblo water rights doctrine adopted by California and retained as a matter of stare decisis and reliance interests. Given California’s temporary respite from drought conditions following one of the wettest winters on record in 2023, the lack of political and individual resolve to deal with California’s obscure water rights system may delay any meaningful reform.
