Professor Shelley Saxer Presents "Upending Local Legislative Control" -- Pacific Legal Foundation

Professor Shelley Ross Saxer presented her paper "Upending Local Legislative Control" at a Pacific Legal Foundation Academic Research Workshop.  The workshop, titled "Housing and Exactions: The Next Frontiers After Sheetz," took place on May 15 in Arlington, Virginia.

The Pacific Legal Foundation litigated Sheetz v. County of El Dorado, Calif., 601 U.S. 267 (2024). The case involved permit exactions under the Takings Clause. Professor Saxer disagreed with the decision and one of her earlier articles addressing the issue was cited in the amicus brief of the United States in favor of the County of El Dorado. Brian Hodges, a Pacific Legal Foundation attorney who litigated the case for George Sheetz, was the commentator on Professor Saxer's paper at the workshop.
