Professor Michael A. Helfand presented "Substantial Burdens as Civil Penalties" at the University of Iowa Law Review Symposium 2022. Professor Helfand's presentation was part of a panel that considered "Doctrinal Questions and Supreme Court Decisions." The symposium, titled "The Future of Religious Freedom," was held on October 14.
