Professor Gregory S. McNeal presented "Privacy in Flux: The International Digital Divide" at the 2026 Chapman Law Review Symposium. The symposium, titled "Data Flow Frontiers: Privacy, Policy & Practice, " took place on February 6.

Privacy in Flux: The International Digital Divide, featuring panelist Dr. Gregory McNeal (JD/PhD, CIPM), Professor of Law and Public Policy at Pepperdine Caruso Law. McNeal is an expert on technology law and policy and teaches internet law, privacy law, blockchain law and policy, and other courses related to technology and surveillance.
 
Widely published, McNeal has testified before Congress and state legislatures on numerous occasions about legal and policy issues associated with emerging technologies. He has aided state legislators, cities, municipalities and executive branch officials to draft legislation and policy, and has been appointed by Cabinet officials to multiple federal rulemaking and advisory bodies.
