Billy Melcher Featured in "Malibu Advocate Takes Reckless Driving Fight to Sacramento" -- Malibu Times
Pepperdine Caruso Law rising third-year student Billy Melcher is featured in the Malibu Times article, "Malibu Advocate Takes Reckless Driving Fight to Sacramento." Melcher, who co-founded the nonprofit organization Justice for Four Angels, spoke during a rally on the steps of the California State Capitol on April 23 encouraging state legislators to back a package of bills to reduce reckless driving. The advocacy of Justice for Four Angels has helped secure a $55 million safety improvement plan for the Pacific Coast Highway, which was developed in partnership with Caltrans and the City of Malibu. Melcher serves as a member of Volunteers on Patrol for the Los Angeles County Sheriff's Department.

The legislative package Melcher and his allies are championing touches several areas of the law. Proposed bills would strengthen sentencing for reckless convictions, expand prosecutors' ability to charge DUI cases as felonies at earlier stages, lengthen the time law enforcement can impound vehicles belonging to reckless drivers, and increase associated fines and fees. Other measures would address how such convictions are reflected on driving records.
"This event wasn't necessarily focused around any one bill," Melcher said. "[It's] just more of the collective effort - of multiple assembly members and senators that we've contacted and met with and are on board - to start pushing these things forward."
