Peter M. Detwiler

Peter Detwiler is the staff director for the California State Senate's Committee on Local Government. Chaired by State Senator Patricia Wiggins (D-Santa Rosa), the Committee reviews bills affecting cities, counties, special districts, and redevelopment agencies. Senator Wiggins' Committee also has jurisdiction over land use planning and development topics.

Mr. Detwiler has helped the Legislature write major reform bills on land use planning, LAFCOs, redevelopment, and long-term local finance after Propositions 13 and 218. He has been involved in the debates over agricultural land conservation and growth management.

Detwiler has worked for the Senate Local Government Committee since 1982, except for 1995-98, when he was the staff director for the Senate Housing and Land Use Committee. Before 1982, he worked for the Governor's Office of Planning and Research (OPR) during the administration of Governor Jerry Brown. From 1972 to 1975, he worked for the San Diego Local Agency Formation Commission (LAFCO).

Outside the Capitol, Detwiler teaches at California State University, Sacramento, where he offers a graduate course in California land use policy. He also teaches courses for the UC Davis Extension Program. For the past decade, he has been co-chair and then program advisor to the UCLA Extension's annual Land Use Law and Planning Conference. Detwiler is a public member of the Board of Directors of the Special District Leadership Foundation. He is a member of the editorial board for the academic journal, State and Local Government Review.

Detwiler's B.A. in government is from Saint Mary's College of California (1971), and in 1972 he received his master's degree from the University of Wisconsin, Madison's Center for the Study of Public Policy and Administration (now The La Follette School of Public Affairs).
